The pedals in helicopters are not rudder pedals but torque pedals (more specifically ANTI-torque pedals) and they are controlling the pitch of the tail rotor blades (though they are effectively doing the same thing as a rudder pedal, changing the direction the nose is pointing). It's only with geared engines where the prop will spin slower than engine rpm to keep the tips spinning slower than mach.
